The commercial nuclear power industry is one of the most heavily regulated industries in the world. In the United States, for example, industry participants must comply with a host of rules and regulations, at both the state and federal level, to start business in the first place and then to maintain their licenses in good standing. Because of this, engagement with legislators at both the state and federal level is critically important for success. But perhaps even more important is engagement, early on, with local stakeholders who can often wield a great amount of power and influence with legislators.

During the ten years Fletcher worked at Cameco as the President of their US operations at Smith Ranch-Highland in Wyoming and Crow Butte in Nebraska, Fletcher was a registered lobbyist and routinely met with members of Congress and their staffs to review and suggest changes in government policies that affected the uranium mining industry. In addition to state and federal legislatures, there is a large group of administrative agencies at both the state and federal level whose support is important for any licensee in the nuclear industry. These include the Nuclear Regulatory Commission (NRC) in Bethesda, MD, the EPA, DOE, and DOC in Washington, DC and a host of similar agencies at the state level. While at Cameco, Fletcher also spent a considerable amount of time meeting with landowners whose property might have been affected by our operations (and no, Fletcher never encountered the problems Billy Bob Thornton seemed to encounter during his first season as The Landman!)
